Dr. Kevin R Carman is the Dean of Defense Acquisition University (DAU) West Region. From April 2009 to August 2013, he was the Chair, Program Management and Executive Development Department. Prior to returning to DAU West, Kevin was the Raytheon Senior Subcontracts Program Manager for the USMC Common Aviation Command and Control System from July 2006 to April 2008. He also has served as the Dean, Raytheon Program Leader School, from April 2008 to April 2009. Prior to Raytheon, Kevin was the Associate Dean Academic at DAU West. Kevin is a retired Navy Supply Corps Captain and served our country for over 30 years. Kevin holds a Bachelors degree from University of Massachusetts in Mathematics and Political Science, a MBA in Financial Management from National University, MS in Acquisition/Contract Management, Naval Postgraduate School, MA in Strategic Studies, Naval War College, and a Doctorate of Business Administration in Strategic Management from Alliant International University. Prior to his initial employment at DAU-West, Kevin served as the PEO, Special Programs, Commander, Defense Finance and Accounting Service, San Diego/Oakland. His acquisition experiences include serving as the Commanding Officer, Office of Special Projects, PM, Standard Procurement Systems, NAVSEA Surface/Undersea Warfare Systems Contracting Divisions, Deputy Director, Shipbuilding Contracts Division, Regional Contracting Department at the Fleet Industrial Supply Center in Yokosuka, Japan. Kevin was a Qualified Surface Warfare Officer, and has served as the Supply Officer aboard the USS MISSOURI (BB 63), and USS WADDELL (DDG 24), as well as, aboard The USS CAPE COD (AD-43) and USS WHIPPLE (FF 1062). Kevin is a DAU Qualified Executive Coach. He is a Certified Professional Contracts Manager and an NCMA Fellow. He is a volunteer coach with the First Tee/Pro Kids program in San Diego, CA.
